Open Photoshop and start working

Open both photos in Photoshop (Ctrl + O):

Let's move on to the photo with Vladimir Vladimirovich and select the face in any convenient way.

We select Putin’s face - we capture all the facial features, partially cut out the forehead:

Change the layer blending mode to Overlay (Overlay):
