    On the government procurement website, problems have arisen with searching for tenders by price, which makes it extremely difficult to study the information of interest. The curators of the resource learned about the situation from CNews. At the time of publication, the problem persists.

    Search without price

    As CNews discovered, the universal ability to search for tenders by price has disappeared on the government procurement website zakupki.gov.ru. This option is no longer displayed among the standard search filters for the open part of the portal supervised by the Treasury (by date, by method of determining the supplier, by procurement stage, etc.).

    In practice, this means that a user who is interested in tenders, say, for the supply of software, cannot segment the output in the range he needs and ends up with a whole variety of software purchases - from pennies to billions.

    CNews' long-term practice of monitoring government procurement shows that this really seriously complicates the search in many economic areas. If you are interested in relatively large tenders - the ones that are most interesting to suppliers - low-budget procurement literally “clogs” them.

    The problem was noticed by CNews on November 6, 2019 at approximately noon. The editors of the publication cannot judge when exactly it arose, but the resource was still working normally in late October.

    Price search disappeared from the government procurement website

    At around 3 p.m., the site’s hotline operator confirmed to CNews that the price search functionality is not currently available on the portal (and, for example, it has not moved to an area of ​​the screen that is unusual for the eye). The operator suggested finding out the reasons for this state of affairs by emailing the technical support service.

    A letter from CNews sent to her at the same time at the address indicated on the website found a response around 20:00. “Dear user! To provide you with qualified assistance, please send information using the request form to the EIS technical support service. In case of a technical error, be sure to attach an archive of the recording with the actions that led to the error. The request form can be downloaded in the “Technical Support” section using the link...".

    "Bug" not "feature"

    From a conversation between CNews and representatives of the Federal Treasury (customer of the government procurement website), it became clear that this was a technical failure, and not a deliberate limitation of the functionality of the portal. Before the editors' appeal, the department did not know about the existence of the problem.

    “The website zakupki.gov.ru has a filter for both laws (44-FZ and 223-FZ),” the editor’s interlocutors noted. - If you search using both laws, an error occurs and the search does not return the specified parameter. We are currently looking into the current situation and the error will be corrected in the near future.”

    Let us note that the first of the laws mentioned regulates the procurement activities of ministries and departments. The second is the so-called companies with state participation, which, for example, include Sberbank, Rostelecom and Russian Post.

    “As a temporary measure, we suggest choosing one of the laws to search by price and searching separately,” the Treasury added at 5:20 p.m. Moscow time.

    Problems and oddities zakupki.gov.ru

    Let us recall that in February 2017, the only executor of contracts with the Federal Treasury for the development and operation of the Unified Information System (UIS) in the field of procurement, of which the government procurement website is part, was the State Corporation Rostec.

    According to CNews observations, the functionality and design of the site are updated regularly, and this does not always lead to improvements. Obvious problems arise from time to time.

    For example, in July 2018, CNews was the first to point this out to Rostec that the texts of contractors’ contracts with state-owned companies had disappeared from the government procurement website. When studying a card for a specific agreement, choosing the option to view information about it in “printed form,” the visitor received a system message “The requested page does not exist.”

    At the same time, CNews drew attention to the fact that in the search engine on the government procurement website it is impossible to specify the type of currency in which the initial price of the agreement is set. By default, the type is set to “any”, and all attempts to change it, for example to rubles or US dollars, lead to nothing. The system returned the settings for this parameter to their original state.

    Along with this, simply unsuccessful design or optional solutions regularly appear on the site. For example, in September 2019, for about three weeks on the resource, the specified search words stopped appearing in the search results in the names of tenders. This made it very difficult to determine the value of certain purchases shown from the point of view of specific users. The problem has now been resolved.

    And right now in search results sorted by the date of tender updates, these dates themselves are not displayed anywhere. You can only find out by opening purchase cards and delving further into the event log. The “problem” is at least three weeks old.

    Before working in EIS, you need to make sure that the system requirements of your device meet the following technical specifications:

    • Microsoft Internet Explorer browser version 8 or higher, Mozilla Firefox (versions 10-39), Google Chrome (versions 17.0.963-44.0.2403), Opera (versions 12-29), Yandex browser (versions 13.10-15.7);
    • operating system version Windows XP Service Pack 3 (SP3) and higher;
    • availability of free disk space of more than 500 MB;
    • availability of RAM more than 1 GB;
    • open network permission for IP address 85.143.127.170;
    • ports 9820,9822,9823 available on PC;
    • A flash drive with a certificate issued by an accredited certification center is available;
    • the root certificate of the certification authority has been installed, which issued the electronic digital signature;
    • user certificate installed;
    • permission is open in antiviruses, firewalls and other protection systems for the use of additional add-ons.

    Problem: EIS does not work

    When working in the Unified Information System, problems can arise at any stage: from registration on the portal to non-working search for government procurement.

    The most common causes of violations in this area:

    • maintenance or system updating is being carried out (or has recently been carried out);
    • weekend or holiday (there is simply no one to fix the problem, technical support staff are not working);
    • The problem is caused by internal problems with the user's PC.

    The very first error that a user may encounter is logging into the Unified Information System.

    When it is impossible to log in through the unified State Services system, an “Internal error” occurs. This happens because domain names are not added to secure nodes.

    To fix the lag:

    1. Enter the menu “Browser Options - “Security” - “Trusted Sites” - “Sites”.
    2. In the highlighted field, enter two domains: *.gosuslugi.ru *.zakupki.gov.ru – “Add” – “Close”.
    3. Confirm the action with the “OK” button.

    Problem: the certificate store is not available in the UIS

    After an error occurs, you need to check the operation of the browser, namely, clear the cache and cookies.

    To do this:

    1. Go to the “Properties” parameters, then “Delete”.
    2. Select Temporary Internet and Website Files, Cookies and Website Data, and History.
    3. Click “Delete” - “Apply”, “OK” and wait until the data is deleted.

    Problem: the plugin for recording user actions of the EIS is not installed

    IS HP plugin is a web browser module that collects video recordings and telemetric information about the actions of trading participants in the personal accounts of electronic platforms, as well as about the actions of auction organizers in personal accounts

    If the HP IS plugin does not work, this may be due to the use of anti-virus software.

    With Kaspersky you need:

    1. Go to settings.
    2. “Network” – “Check for unsecured connections” – “Disable”.

    With any other antivirus, you can disable it temporarily. Then you can go to the site again.

    If the problem is not related to the antivirus, you need to work with the browser.

    1. Before you begin installing the software module, you need to close the browser, if you are using one.
    2. To install the software, you must run the setup.exe file and follow the onscreen instructions.
    3. Once the software has been successfully installed, launch your browser.
    4. The software module is installed correctly if an additional toolbar appears in the dialog box. Also, install the plugin for Windows 64 bit or 86 bit.

    Problem: search in EIS does not work

    Often the user encounters a problem: the search is not available, or the clarifying categories are not checked. In most cases this happens at the regional level.

    To solve the problem associated with the incorrect operation of the search engine in the Unified Information System, you need to:

    1. Clear website history.
    2. Go to the portal.
    3. Open the Purchasing section.
    4. Delete previously saved search filters.
    5. Go to the “All search options” section.
    6. Select “Procurement stage” (for example, “Submission of applications”).
    7. Next, you need to scroll down the page and select “Customer Location” - “Select” - “Save and Apply” (lower on the page).

    Error: “The site may be using outdated or unreliable tls protocol security parameters”

    In the case of such an inscription, you can solve the problem by using the Chromium GOST web browser.

    Establishing a key storage service will also help solve the problem:

    1. “Programs and Features” - “CryptoPro CSP” - “Change” - “Key Storage Service”.
    2. Enable the use of the key storage service in the CryptoPro CSP panel - run the CryptoPro panel with administrator rights: “Security” - “Use key storage service” - “Apply”.
    3. After this, restart the computer and start the procedure with the EIS again.

    Problem: EIS cannot securely connect to this page

    The inability to provide a secure connection is another popular problem. Not all browsers are designed to work with the system. Internet Explorer and Sputnik will do.

    If you have CryptoPro installed on your computer older than version 4.0, the site will not load. CryptoPro must not be lower than version 4.0.

    It can be downloaded from the UIS website: “Additional information” - “Materials for UIS work” - “Files for setting up the workplace.”
    You can also download from the official CryptoPro website, but registration is required.

    After installing the Sputnik browser, problems can usually be resolved. On the Sputnik website, go to the menu: “Other download options” (scroll below) – “Support for domestic cryptography (here you need to enter your full name, address, company and captcha) – “Download”.

    The installation will take some time. If you have the appropriate version of CryptoPro, you should automatically log into the Unified Information System using an electronic digital signature.

    EIS technical support

    There are errors that you cannot fix on your own.

    When to contact technical support:

    1. Incorrect ESIA response (you need to contact the ERZ administrator).
    2. An extract from the Unified State Register of Legal Entities/Unified State Register of Individual Entrepreneurs is not loaded, provided that the organization or user is added to the Unified State Register of Autonomous Authorities.
    3. There is no way to check the box “Subject of EMS”, and you are one.
    4. After successful registration in the UIS personal account, there is no information about the organization - submit a request to the technical support service.

    Technical support contacts can be found on the Unified Information System website: “Technical support”.

    To file a bug report:

    1. Download the “Request Form for the EIS Technical Support Service for Procurement Participants.”
    2. Fill in the information: full name, OGRN, INN, and briefly describe the problem in the bottom line.
    3. Copy from the psr.exe file and paste it into the Start menu search.
    4. Right-click “Run as administrator” - “Start recording” and perform the actions on the EIS website that cause the error.
    5. After you have demonstrated the error, click “Finish Recording” - the program takes a screenshot every time you click on the screen. The last screen is a photo with your mistake.
    6. Click “Save” and save these screenshots in archive format.
    7. Drag the archive into the application form.
    8. Save and submit the application via the ESIA website: [email protected]

    Hello, dear colleague! Today we will talk about how to find a suitable tender. This question is most often asked by newcomers who are just starting to participate in procurement. Therefore, in this article I tried to answer this question in as much detail as possible so that you have a clear vision of what and where to look. So let's get started.

    1. What is a suitable tender?

    This concept is very subjective, since each supplier has his own idea of ​​​​a suitable tender. Let's look at the criteria by which you can determine whether this or that tender is suitable for you or not.

    1. Subject of the tender (this is the supply of goods, performance of work or provision of services corresponding to the field of your activity);
    2. Type of tender (state, corporate or commercial);
    3. Placement method (electronic auction, open tender, request for quotation, etc.) You can learn more about all the methods of placing purchases from this video:

    1. Starting tender price;
    2. Region of the customer, as well as the address of the place of delivery of goods, performance of work or provision of services;
    3. Date of the tender;
    4. Availability and amount of application security;
    5. Availability and size of contract performance security;
    6. Terms of contract execution;
    7. Availability of advance payment.

    I have listed only 10 main criteria that are most often used by procurement participants to decide whether to participate in a tender. However, each supplier may have its own list.

    2. Where to look for tenders?

    In order to answer this question, first of all you need to determine what kind of tenders you will look for: state (within the framework of 44-FZ), corporate (within the framework of 223-FZ) or commercial?

    According to the requirements of 44-FZ, all government tenders must be placed by customers in the Unified Information System (EIS), and before putting it into operation on the Official website of the Russian Federation for placing orders - www.zakupki.gov.ru. Those. Absolutely all government procurements of the Russian Federation are posted on this resource, and you should look for them here.

    Corporate procurement within the framework of 223-FZ is also posted on the website procurement.gov.ru. However, in parallel with posting on the official website, such information can also be posted on the corporate resources (websites) of these organizations. Those. You can search for such tenders both on the website www.zakupki.gov.ru and on corporate websites.

    If you plan to take part only in government or corporate procurement, then the official website will be more than enough for your work. However, there is one point that I will talk about a little later.

    With commercial tenders the situation is much more complicated. Currently in Russia there are more than 6,000 different commercial platforms where information about tenders is posted and procurement is carried out. It’s unlikely that anyone can manually “monitor” such a number of sites, so to search for commercial tenders they use various search engines or programs, which we will talk about later in this article.

    3. Tender search options

    Let's take a look at what search options exist.

    First option – manual search.

    This option is suitable for small organizations or individual entrepreneurs who occasionally take part in procurement, mainly in government procurement.

    Second option – search using paid and free search services or programs.

    This option, in my opinion, is more preferable for most organizations, because... allows you to perform a full search of both government and commercial procurement, and also significantly reduces the time spent on completing this task.

    Third option – entrust the search to another specialist.

    This option is good because you can entrust the search for new tenders in your organization to a specific employee. However, it is necessary to first teach him how to do this. And also equip it with additional services or software.

    Fourth option — resort to the help of an outsourcing company.

    In my opinion, this is the most irrational and costly option, which has not worked well in practice. As a rule, organizations providing such services have a lot of diverse clients. And the whole problem is that the employees of the outsourcing company do not delve into the specifics of the activities of a particular client. Yes, they don’t need it.

    Therefore, 90-95% of the tenders they find will be thrown into the trash. Such companies use paid programs to search for tenders, conduct a selection based on customer search queries, and then send the found tenders by email. This is where a reasonable question arises. Why, then, pay someone to do something that you can do yourself, armed with such a program? You can get free access to one of these programs.

    4. Paid and free resources for searching for tenders

    At the end of 2014, my colleague Andrey Pleshkov and I monitored paid and free resources for searching for tenders, tested their functionality and quality of work. Below you will find two tables with paid and free search engines and a short summary.

    The market situation is constantly changing, some search engines cannot withstand the competition and cease to function, others appear in their place. Therefore, do not be surprised that by the time you read this article, some of the search engines presented below may no longer function.

    In the far right column there are links to so-called “Dead” services, the information on which has not been updated for a long time. Those. If you suddenly stumble upon one of the services indicated in this column, then know that there is no benefit from it and it is absolutely useless for work.

    And finally, the middle column “Search services with limited search, lengthy registration and other problems.” All of these services are available and working, but for various reasons they are not included in the main list of preferred search services. Either it is a lengthy registration, or a limited and inconvenient search, etc. Try to access these resources yourself; it is quite possible that one of these services will also interest you, and you will take it into service.

    In the left column I have indicated the most popular and noteworthy search engines. The remaining two columns present other paid search services, which, in my opinion, are less useful and convenient to work with. But this is my personal opinion.

    Finding the right tenders on the official website is quite simple and intuitive. However, there is one point that I promised to tell you about at the beginning of this article. This point lies in the unstable operation of this resource, since it is constantly subjected to heavy load and endless modifications by developers. From time to time it does not work correctly or even hangs. But let's not talk about sad things, I hope that over time this problem will be eliminated. So, in order to start searching for tenders, you need to go to the main page of the site.

    On the main page of the site you will see two tabs “Quick Search” pos. 1 and “Advanced search” pos. 4.

    The quick search mode allows you to search by order name, lot name, customer name, as well as by notification number. Line for entering a search query pos. 2 contains 122 characters (including spaces).

    To start the search, enter the name of the order, customer, lot or notification number in the search query input field and click on the “Find” button pos. 3 located on the right.

    After clicking the "Find" button, the search is performed and the results are displayed in the central part of the page.

    The search is performed in the combined register of orders and purchases using the entered search query (i.e., both for purchases carried out within the framework of 44-FZ and for purchases carried out within the framework of 223-FZ).

    But I want to immediately warn you that a quick search is convenient only if you know the name of the order (or part of it), the name of the lot, the customer, or the notification number. For a more detailed search, it is recommended to use the advanced search.

    Advanced Search

    In order to get into the advanced search, you need to go to the corresponding tab on the site.

    After clicking on this tab, an advanced search page will be displayed in front of you in the central part of the site.

    To start searching, you must enter a search query in the search bar located at the top of the page in accordance with the displayed prompt: “Enter the full or part of the notification number, the name of the purchase (order) or lot, the full name of the Customer.” And only then configure the necessary search parameters.

    In this article, I will not go into detail about how to configure advanced search parameters, since this is a fairly large topic that deserves its own article. Try going to the website and practicing setting the parameters yourself, I’m sure you’ll figure it out on your own. If not, then you can always turn to ours for help.

    6. Seldon – procurement search system No. 1

    Today, the Seldon system is the undisputed leader in the search engine market. This is not just a search engine, but also a powerful analytical tool.

    In order to describe all the capabilities and advantages of this system, more than one article will be required, so I will limit myself to listing only its main capabilities:

    1. Collection of information on government, commercial, international, and planned procurements;
    2. Providing fast, accurate and efficient search through the largest database, including archival databases of purchases, contracts, legal entities and individual entrepreneurs;
    3. Generating various analytical reports based on available information, as well as providing statistical data on customers and suppliers;
    4. Setting up various “smart” filters and complex work with information;
    5. Integrated access to the Garant legal system and the database of arbitration cases.

    7. How to quickly find the right tenders?

    So, in order to quickly find tenders that interest you, you need to remember a few rules.

    Rule #1. You must know the OKPD codes that customers use when posting information about procurement of goods, works or services that correspond to your field of activity.

    Rule #2. You must know the keywords that can be used by customers in describing the item being purchased.

    Rule #3. You should use saved search filter settings so you don't have to set the parameters manually each time.

    Rule #4. You must subscribe to the RSS feed of search results based on the configured search parameters (this rule applies to the site www.zakupki.gov.ru).

    Rule #5. You should search for information about new purchases at least once every 2-3 days.

    Rule #6. You must regularly monitor changes in information on the selected purchase on the site (as changes may be made to the purchase notice, clarifications may be given, or the purchase may be cancelled).

    Rule #7. If you regularly participate in tenders, you should whenever possible use paid search engines and software, as this will save you a lot of time.
