Of course, I wasn’t pleased with the answer, but what can I do? I bought a TV, I need to somehow get out of the situation. I went deeper into the Internet. Excavations have shown that there are several ways to set up IP-Tv on an LG Smart TV:

2) Something like a media server can be installed on the router itself. Then the computer is not important - whether it is turned on or not, BUT - the router must be appropriate (not just any will do) and there must be special firmware for it (you need to reflash the router to unofficial firmware) in short, I rejected this option because I would have had to tinker with a lot of things, although in the future I might do it... In the same way, you can configure the router to work as a torrent client (when the computer is turned off, the router and the hard drive connected to the router work and record/distribute torrents).

So step by step instructions how to set up IP-TV on LG Smart TV (3rd method)

4) Register on the Shura.Tv forum and send your MAC number, written in small letters!!! to the helmsman of the forum (nickname needz). And we are waiting for an answer. I sent it at 2 am and went to bed, in the morning everything was already working.

And I advise you to try adding several channels first, since you may not succeed the first time. 3) upload the edited playlist using the page //lgiptv.eu/mylist.html

4) We try to watch the added channels on the TV (PS my channels take longer to load, about 10 seconds, so try to wait.... It depends on the type of packages or something like that), if everything works, then we go back to editing the channels, add all the others, and upload the final version of the playlist.
