At the same time, we can transfer it and install it on a computer that is not connected to the Internet; in turn, the web installer requires an Internet connection.

I suggest installing the .NET Framework 4 client profile using the web installer, and then when we consider installing the full .NET Framework 4.0 use offline installer.
